Pretty sure this is a violation of the First Amendment.  He was in a public place and, as long as he wasn’t making threats / committing violent acts he should be free to express himself legally (e.g. can’t violate noise ordinances with a bullhorn, can’t go over and disrupt the other folks’ rally, etc.).
